About the New Pre-Existing Condition Insurance Plan

The Affordable Care Act signed by President Obama in March creates a new program – the Pre-Existing Condition Insurance Plan (PCIP) program– to make health insurance available to millions of Americans denied coverage by private insurance companies because of a pre-existing condition.   Coverage for people living with such conditions as diabetes, asthma, cancer, and HIV/AIDS has often been priced out of the reach of most Americans who buy their own insurance, and this has resulted in a denial of coverage for millions. The Pre-Existing Condition Insurance Plan is designed to address these challenges by offering comprehensive coverage at a reasonable cost:

  • Great plans as insurance for diabetics.
  • Most affordable policies specifically for cancer survivors.
  • These guaranteed medical policies are great for those looking for diabetic health insurance.

The PCIP program, which is administered by either your State or the Federal government, will provide a new option for you if you are a U.S. citizen or legal resident who has been uninsured for at least six months, have a pre-existing condition, and have been unable to obtain health coverage because of your health condition.

Regulations published July 30 establish standards necessary for the administration of the program and clarify certain issues not otherwise specified in the statute.  These include, but are not limited to:  required and excluded benefits; eligibility and enrollment requirements; and, funding allocation.

Great job giving all this information on the Guaranteed Health Issue Insurance, in one of the paragraphs it states that anyone who applies has to be accepted, pre-existing condition or not. Is this true? I thought it was just for pre-existing condition patients. I am going to go to the site as suggested by Ben and do some more research. If it is true it would be great, because I do not have any pre-existing conditions but I don’t feel comfortable not having some kind of health insurance just in case. Great information.

This insurance sounds like it is going to be worth it’s weight in gold when it becomes available. Like some of the other readers that left comments though I am concerned about what will happen once they have everybody signed up on this insurance and then at the end of the year they turn them over to private insurance companies. What will happen then, how will they decide who to turn them over to? I don’t want to have my insurance auctioned off to the highest bidder and then have it cancelled because I have health issues or have my premiums go up then because of the company that it was turned over to. If you have any additional information on how this is going to work I am sure there are others out there besides me that would really like to know. Thanks for the information provided.

After reading your blog and the comments below, I have to admit that I am a little concerned as well with what they are going to do with our policies after the year is over. Just because you were guaranteed health insurance with them even if you have issues, does that mean the company that they pass your policy off to has to continue to cover you as well? It would be nice if they would put a freeze on the premiums as well, that way the insurance companies can’t raise the rates on your policy because of the issues.

I have searched untiringly for a plan that I can afford that accepts pre-existing conditions to no avail. I have been turned down for regular insurance 3 x’s and naturally the pre-existing condition has worsened due to lack of medical care. I have a very small indemnity plan that is covered through Cobra. It cost me $162.64 monthly and only has a $3000 surgery benefit, who is going to do a hip replacement for that? I have $1200 daily for hospital and I can get a level 2 dr visit covered ( $70 ) and my prescriptions are covered which is what I basically use it for, it really is terrible to be 58 years old and not have coverage, basically, my plan covers $50 for a mammogram! They cost $250, what good is that? If there really is a guaranteed plan out there that doesn’t cost as much as my house payment I’d like to find it, somewhere around what i pay for this plan, because that is all I can afford living on Worker’s Comp payments! The PCIP is way too expensive and of course lawmakers make so much money the $650+ payments aren’t anything for them, but for a single woman who cannot work who’s house payment is $657 that is a big payment that a regular person cannot afford. Don’t even mention Medicaid because I make way too much to get that, I fall through the cracks and that is the problem with healthcare in America…HUGE CRACKS!

You can always move to a state in which pcip just costs $300 per month – that’s about your only option for somewhat affordable coverage or become an official resident of one of those states.
